VENTURA — October 26, 2026. The City of Ventura says a proposed permanent Tree Protection Ordinance is scheduled to return to City Council for consideration Tuesday, October 27. The measure would establish clearer rules for protecting, removing and replacing trees, with consequences for property owners planning landscape or development work.
Why the city is reconsidering its rules
Ventura adopted an emergency tree measure in February 2026, after unauthorized cutting and trimming in an area identified as monarch butterfly overwintering habitat. City staff subsequently developed a permanent proposal with input from the Tree Advisory Ad Hoc Committee, Planning Commission, Parks and Recreation Commission, local arborists and other groups. The Council was presented with an earlier version on July 7.
What property owners need to verify
The city’s September 30 announcement says the new ordinance is intended to clarify which trees are protected, when a permit is required, and what replacement standards may apply. Two prior community meetings were scheduled October 5 and October 20. A meeting announcement is not proof that the Council has voted for the final rules: homeowners and contractors should review the adopted ordinance, if any, rather than rely on the proposed text.
For the meeting agenda, participation details and any amended language, check the city’s Tree Protection Ordinance project page and official council meeting system.
